This document provides guidance for the Investigating Committee (IC) on deciding whether a case should be referred to a practice committee. The practice committee would then decide whether or not a registrant’s fitness to practise is impaired.

This guidance is principally for members of the IC. However, registrants, informants, defence and consumer agencies, and members of the public may also find it helpful.
